We are transitioning towards a sustainable and circular socioeconomic paradigm. The circular economy has emerged as a global proposal for transforming industrial and consumption systems; one that demands far-reaching and long-term changes to create and manage material and energy flows, feed back into production and marketing systems and bring the life cycle of products full circle. Circularity thus transcends existing organisational frameworks and calls for a holistic vision and a strong capacity to manage uncertainty, complexity and ambiguity. The aim of this document is to describe the new sustainability framework and contextualise the need for a global shift towards a circular economy. It seeks to reflect on the role of local governments as a driving force of change and further explores the need to modify regional governance to promote new decision-making models and foster the interactions and synergies that a circular transformation requires.
