This work addresses social concertation in the industrial setting within the Barcelona metropolitan area, with the aim of carrying out a broad (although not exhaustive) study of the experiences of social concertation that have taken place in recent years. To this end, and owing to their relevance, the study takes into account the agreements reached by the Government of Catalonia and its social interlocutors, from the Strategic Agreement of 2005 to the National Pact for Industry of 2017. Below, we examine various experiences of social concertation within the region, whether at county, intra-county or inter-county level, or through one-off or structural agreements designed to achieve stability. The analysis of these experiences is preceded by a brief description of the legal framework for the concertation, understood in the broader sense, and of the unique role given to social interlocutors as protagonists in the participatory processes.
